A lot of cheap advertisements use primary colours as they are bright, eye catching and appeal to a wide audience.
Looking for primary colours is easy, they are the most in-your-face bright and noticeable colour combination ever. After collecting these samples I found primary colours were used to market towards children, sell cheap goods or services and in "fun" activites such as board games.
As primary colours are pure they don't discriminate or marginalise any group of people. Therefore they are used in things that are targeting a broad range or groups such as Superheroes or basic advertising campaigns in the paper.
